Will this work on a table saw that only has about 4" from the inside of the miter slot to the inside of the blade?

yes it will work as the miter gauge is fully adjustable.

Will it work if my miter slot is on the right side of my saw blade?

Yes. There are two wingnuts to allow adjustment to the left or right. Vevor has some Youtube instructional videoa, too.
