What Material is the pulley made from? Is it plastic and have you had any issues with the rope coming out?
It's a double pully, the pully seems to be a very hard plastic, the housing and arm are metal. I've not had any problems with rope slipping off pully.

Does the pruner/scissors close COMPLETELY so it can cut VINES thinner than tree branches ?
It closes completely like a pair of scissors. It seems to work ok. I've cut many branches and it cuts well. If the branch is too thick you'll know it so don't force it. Dry branches are more difficult to cut. All in all, the scissors attachment works pretty good and it keeps you off the stepladder to cut high branches. Have fun.

Can you put the scissors section on a couple of sections of pole and also put the blade on other sections?
I got the one without the scissors and the blade is connected to the last section. Put together as many sections as you need for the height you are cutting. You don't have to use every section. It looks like the scissors and blade are on the same section in the pics. Great pole saw, I use it a lot! Set up vertically with the blade leaning against a tree as you raise it up and screw in another section on the bottom.
